All villages in New York State have been hit with unprecedented increases in mandated pension contributions, medical and other fringe benefits over the last 5 years. I am very pleased that we have dealt with these costs more successfully than most. We have managed expenses, shifted fees to actual users where possible, and accessed additional income, resulting in the ability to control tax increases better than most NY State municipalities. At the same time we have been able to make many operational changes and infrastructure improvements: a badly-needed renovation of Village Hall; completion of the State-mandated Phase II Storm Water Control Project to control road run-off & repair underground drainage systems at intersections along West Neck Rd.; repaving of all or part of many of our public roads; bringing public water to Village Park; an upgrade of the Village's computer system.
Regarding major initiatives, we have obtained over $3 million in funding commitments for reconstruction and repair of our main road. It was never designed to handle the current volume of traffic and repeated rip-ups from water & gas utilities. We are thoroughly reviewing our Master (Comprehensive) Plan to evaluate impacts on our Village of future development. We are completing renovation of Village Hall. We will continue our deer management program and efforts to gain continued cooperation from the State and Seminary to keep the deer population at a sustainable size.
Our Village's fiscal condition is sound. We are proud to be referred to by officials of other Long Island municipalities as a very pro-active village government. We will continue to serve the best interests of our residents as we complete these infrastructure projects, Comprehensive Plan review, continuation of the deer management program, and other improvements over the next four years. We are grateful for your support, and ask for your vote on June 19th.
Lee Hairr has been active in our volunteer government for 16 years, has served as a member of 4 Village boards & chaired 3. He is a former President of Family Service League, served on its finance committee & chaired its long range planning efforts. He is currently a trustee of Friends of the Bay, SPLIA, North Shore Land Alliance, & as VP of Suffolk County Village Officials Association. He is President of EEA, Inc., an environmental consulting firm based in Garden City, which he co-founded 25 years ago. He & his wife, Cheryl, have grown children. |
I grew up in our Village and have lived here much of my adult life. Lloyd Harbor really means “home” to me. I know, however, that there are only a few critical items that differentiate our Village from just another lovely spot. These are our private police force, our zoning protections, and the volunteer effort that keeps a large part of our Village government going at no cost to residents.
I take very seriously, therefore, any attempt to dismantle, destroy, or in any way undermine these elements. Participation in our Village government, is community service - pure and simple. Residents volunteer for our boards and commissions because they care about our Village's future, our property values, our quality of life.
Our Administration has undertaken some really important and far-reaching initiatives. I am particularly proud of these efforts. We overhauled the Village's Zoning Code, largely ending disputes about oversized homes on too small lots - an effort that took almost 2 years and tons of work, but was definitely worth all the late nights involved. We are currently reviewing the Village's Master Plan, last updated in the '70's, to address future development in our Village. We have obtained over $3 million in federal and state funding to reconstruct & repair our main road. We have taken steps to effectively address the growing deer population. In our Village Park we have installed new playground equipment, brought in public water, resurfaced tennis courts, expanded our camp programs, while keeping our Park a lovely and low-key place. Finally, we continually rebuff deliberately ramped-up, malicious and groundless attacks on our fine and dedicated Police force.
We believe the late nights, headaches and hard work involved in these efforts are worth it for our Village’s future. We have asked for your input and been guided accordingly. Our volunteer boards & commissions have helped in so many ways, and all residents owe these willing volunteers a big debt of gratitude. I thank you for your confidence and trust, and ask for your support of me and our team on June 19th.
Jean Thatcher was a founder & 1st president of the Caumsett Foundation, chair of Concerned Citizens for 25A, trustee of Friends of the Bay, Volunteers for Wildlife & a long-time member of the Village's Recreation Commission, before becoming a Trustee. Her professional experience is in the reinsurance field, most recently as Sr. VP & chief operating officer of a malpractice insurer underwriting the high-risk malpractice pools for NY State. She & her husband, Richard, have grown sons, and a daughter at Cold Spring Harbor High School. |
I have lived in our Village for close to 16 years. My initial involvement with Village government was due to concern about the future of the old Friends World College property. I still believe that foresight and a different, proactive course could have resulted in some beautiful parkland on the shores of Lloyd Harbor, with crew teams and walking paths.
Our Administration has always had a vision for the future of our Village. We strongly believe in maintaining its character, natural beauty, volunteer tradition, and strong private police force. We also are committed to making needed infrastructure improvements, and maintaining a sound fiscal position. These goals do not come easily, and good intentions alone do not get the job done. It takes hard work, long hours, perseverance, ability to tolerate the frustration and delays inherent in any municipal process, and an underlying integrity to achieve the kinds of things our Administration has in the areas of zoning code changes, Village Hall renovations, funding commitments for our infrastructure, review of our Master Plan, communications to residents, implementation of a deer management program, etc.
Any claims to the contrary can only come from an ignorance of the difficulty, time, insight and ability that it takes to run a village of our size and quality. Certainly the many volunteers on our Village's boards and commissions know this, and we are grateful for their willingness to help run our Village at no cost to residents. You will go a long way before you find such an extensive volunteer network. Its existence is simply one more testimony to the very unique character of our Village. I appreciate your support of me and our team on Election Day, June 19th.
Hilary Rolih served on the Recreation commission, original Planning Board (forerunner to the Permit Review Board), current Planning Board dealing with subdivision & open space initiatives, & has been treasurer of the Fiddlers Green Association. For the past 20 years he has been a principal of four healthcare-related firms employing over 350 people. He & his wife, Anne, have 3 children, 2 of whom are still in the Cold Spring Harbor Schools. |
I became a resident of Lloyd Harbor in 1988, attracted to its natural beauty and shoreline. I very soon realized that the protection of the Village's natural resources and the smooth operation of its local government were dependent largely on the unselfish dedication of interested and concerned residents. I have tried ever since to donate my time to this wonderful place, as I made the transition from a single person buying a house to getting married and starting to raise my young family.
My history of service to the Village dates back to the original Conservation Advisory Council in the early 1990's. The Council was involved in all of the environmental issues affecting Lloyd Harbor at that time. Foremost among them were the clear-cutting practices that accompanied development in those years. I stayed on to see the Council become the Conservation Board with full board status and impact. I then became a member of the Site & Building Permit Review Board, which reviews site plans with an eye toward maintaining the ambiance of the Village, and issues building permits. There is often overlap in issues of concern to both Boards regarding appropriate siting of construction and impact on the environment and neighboring community. This service has afforded me an in-depth look at the complexity of the issues that can arise. I have continued to maintain my close relationship with these Boards as Trustee Liaison. Our Village has a long and rich history of volunteer involvement in its formation, growth and protection, and I am privileged to contribute to that tradition.
As the newest Trustee, I am especially impressed with the integrity and professionalism of our Mayor and Trustees. I would not have considered donating my time had I not believed they could ensure the continued value of our Village through efforts such as refinement of our zoning protections, support for our very excellent and dedicated Police force, willingness to review our Master Plan, allocating and obtaining funding for needed improvements and repairs to our infrastructure and, finally, encouraging the intangible but critically important volunteer ethic upon which our Village government is based. I thank you for support of me and ask for your vote for our team on election day, June 19th.
